ci: close 7 days after the label, never auto-mark; grant cache access

With "needs more info" as both the filter and the stale label, stale v9
treated every labelled issue as already stale and days-before-issue-close
0 closed it on the next run. Never auto-mark (-1) and close 7 days after
the label event. actions: write lets the action persist its state cache.
