test(server): reproduce idle branch pull request sweeps (#23702)

An idle server with one active branch thread and no client activity lease
still calls GitHub for that branch every minute. The test lets a finished
turn (checkpoint.captured) discover the branch PR, then advances the test
clock ten minutes with no client demand and expects no further lookups.
On main it records ten (one per minute sweep).
