fix(web): improve right panel shortcuts reliability and terminal close confirmation dialog

- Fallback to physical key codes (e.g. KeyT) on non-Latin keyboard layouts
- Focus launcher on right panel open and only listen globally while open
- Prevent ChatView composer type-to-focus from swallowing non-Latin launcher shortcut keys
- Add 'Don't ask again' checkbox to terminal close confirmation dialog and persist setting
- Add 'Terminal close confirmation' toggle under General Settings
- Set default focus and Enter action to Confirm in confirm dialogs
- Add arrow key navigation between Confirm, Cancel, and dialog checkbox
