feat(web): start new threads in background from settings

Wire the startNewThreadsInBackground setting into the composer's Enter
handling, the send button, and citation submit-and-send. Plain Enter
still selects an open slash or mention item. Add the switch to
Settings > General, its search entry, and a note in the keybindings
guide.
