A steer sent with priority "now" cancels pending tool calls, but Claude Code lets a running Bash command finish first, so a steer during a long command went unanswered until it exited (#15720). When a root tool call is still running, the steer now interrupts the live query first, as Esc would, then sends the message. The interrupt's aborted_tools result already ends only that segment of a steered turn, so the query and the orchestration turn stay open. Foreground subagents still move to the background before the interrupt. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
