Red tests for issue 13239. A blocked launcher preflight only says to
update the launcher: it names neither the offered nor the required
protocol, and gives no exact-version install command or a way to spot a
shadowed `t3` on PATH. `t3 service install` and the deprecated
`t3 service update` report "already installed/using t3@X" without naming
the CLI script that ran, so a stale nvm-installed CLI looks like success.
