fix(desktop): only reopen the splash on activate after a slow start

macOS fires activate at first launch, and second launches and the update
menu also route through it, so reopening the splash whenever the backend
was not ready showed it during normal fast boots. Activate now reopens it
only when a splash was already shown in the current not-ready period.
