fix(web): turning a retention rule on no longer saves 8 days first

Enabling a retention switch published 8 days immediately, so cleanup could
run before the user chose an age. The switch now opens a local draft and
saves only when that age is committed. Leaving or cancelling the draft keeps
the rule off. Turning an enabled rule off still saves immediately.
