refactor(web): ChatView's subagent, goal, background-work and branch banners are built in ThreadActivityBanners

They follow the existing feedbackBannerItem and usageLimitRecoveryBannerItem
builders: plain functions that take the values and callbacks they need and
return a ComposerBannerStackItem.
