test(web): storage drafts release on failure and evidence harnesses clean up

openDraft now owns its render through an AsyncDisposableStack and only hands
the screen to the caller once the switch click succeeds. The issue-14743
fixture gains a `--cleanup` step that removes generated harnesses from
apps/web after capture, so they stop leaking into typecheck and compiler tests.
