fix(mobile): empty workspace drops New Task while the sidebar shows compose

With the sidebar visible, the empty detail's New Task button repeated the
compose button in the sidebar toolbar. The button now appears only while
the sidebar is hidden. Folded, the list keeps compose in the rail. iPad
follows the same rule, since its sidebar also carries compose.
