Deleting staged runtimes could remove one the service unit, the t3 launcher,
or a pending launcher update still needed, so staged versions now stay on
disk. A release whose preflight needs a newer launcher is skipped instead of
re-downloaded every hour, and a handoff refused before the launcher accepts
it is retried.
