fix(web): the link dialog starts fresh each time it opens

A successful answer and Cancel closed the dialog without the reset the
dialog's own close ran, so reopening it showed the last step, machine,
address, access, error and pairing code. Every close now goes through one
function that resets; a close while linking is still refused.
