Release Windows ARM64 and x64 builds from a GitHub mirror

GitCafe has no hosted runners or release downloads, so main is mirrored
to github.com/Trillx/spark-rs, where a workflow copies it from GitCafe
every 15 minutes. When the app version on main has no release yet,
GitHub builds both Windows targets with tools/cross, runs spark-cli
doctor on Windows ARM64 and x64 runners, and publishes the zips as
v<version>.

spark-cli now links the VC++ runtime statically, as tauri-build already
does for spark-desktop, so neither exe needs the VC++ Redistributable.
