While the session server is unreachable the window showed the banner
plus 'Couldn't load workspaces — reconnecting' and 'Couldn't load
tasks — reconnecting' toasts saying the same thing. Skip load-error
toasts while disconnected (banner revealed, or the actor's reconnecting
reply that can arrive before the Disconnected event). Errors on a live
connection still toast.
