tasks: accept branch names like prefs/theme (#145)

validate_branch_name refused any name containing the substring refs/,
so prefs/theme or ui/hrefs/fix failed task.start with BAD_PARAMS even
though git accepts them and they are not ref paths. Reject only a whole
refs path component.
