fix(panel): normalize automatic provider selections

Use canonical IDs when constructing automatic checkbox selections so aliases and mixed-case provider IDs remain selected and removable at the four-provider limit.

Add a settings regression check and update Unreleased. Existing usage and development guides remain accurate; configuration, catalogs, and TODO need no changes because the established provider identity contract is unchanged.
