docs(todo): review upstream CodexBar 0.58.0 parity (#215)

* docs(todo): review upstream CodexBar 0.58.0 parity

Refresh the parity baseline to upstream v0.58.0 (commit 88fa2f45, checked
2026-09-11). The release delta changed no Linux CLI payload code, so all
contract blockers stay open with versions re-verified where the scoped
isolated probes repeated: descriptor rejection, absent generic config
commands, and Cursor cost rejection. New macOS features are classified
against existing native Plasma behavior in the dated research note, which
is indexed in the documentation list. No user-visible behavior changes.

* docs(todo): address 0.58.0 review feedback

Per review: clarify that cost scanner fixes can change reported values
within the unchanged payload schema; distinguish the Antigravity
omitted-totals probes from the Claude measured-zero probe in the cost
availability entry; scope the daily ledger claim to cost/token charts with
request counts left under the richer-usage blocker; and reclassify
per-row popup usage row visibility as a Plasma-local implementable entry
instead of existing behavior.
