docs(parity): review upstream release 0.61.0 (#286)

* docs(parity): review upstream release 0.61.0

Review official CodexBar 0.61.0 against the Plasma widget. The provider
registry grows from 69 to 74 with Nous Portal, Muse Code, CodeRabbit,
Replicate, and Hugging Face, verified in emitted output with unchanged record
keys. Usage, cost, sessions, and config envelopes are otherwise unchanged, and
`config providers --descriptors` is still rejected.

Two diffs that read as contract changes do not reach Linux. The macOS menu-card
rename of `codexResetCredits` to `limitResetCredits` stays in the app: the
released Linux binary carries no `limitResetCredits` symbol, so
`ProviderSnapshot.js` keeps consuming the existing key. The new
`grokResetCredits` property is live-only, not `Codable`, and explicitly never
persisted, so it is not a JSON contract. Grok's reset credits instead reach the
generic `details` array as an untitled section, which Plasma's existing path
already renders; that row stays a verification candidate until authenticated
output confirms it.

Track bundling metadata and icons for the five new providers as implementable
Linux work. They already degrade gracefully through the CLI display name and the
theme highlight. Record the new Azure OpenAI `azureOpenAIAPIVersion` config
extension under the provider-settings blocker, since no supported CLI command
writes it.

Documentation impact: adds the dated 0.61.0 research note with the release
delta, classification, and scoped probe results; indexes it in docs/README.md;
advances the TODO review baseline and the verified versions of the provider
settings, provider onboarding, and Cursor cost blockers; and corrects the
README and usage-guide fallback-metadata and descriptor claims that the new
evidence supersedes. No user-visible behavior change, so CHANGELOG is untouched.
