docs(parity): review upstream release 0.74.0 (#492)

Review official CodexBar 0.74.0 (c2f22ccf8751efc8fe697bfe4714769107965274) against Plasma 7a5945a with checksum-verified Linux CLI assets probed inside bubblewrap. Record the nine registry additions and their Linux setup reachability, subscription dates in Linux usage output, the cursor-agent login opening and its offline stall, and the rechecked blockers in a dated note and TODO.
