Prime the notification memo synchronously in resetNotificationMemo so an
incident starting between the reset and the deferred pass notifies instead
of joining the new baseline silently. Validate stale account replies before
clearing the loading indicator in parseProviderAccountsOutput so a late
reply cannot steal ownership from the live command.
