style(popup): polish provider screens (#378)

Group reset credits into the Credits section, dim unselected provider tab
icons while keeping their hue, center a muted glyph in the connection-error
state, gate account tooltips on truncation, and hold the accounts header
steady while loading. Refresh the README popup captures and tour GIF.
