Reproduce long account and error overflow on the real applet, preserve short content and same-account refresh positions, and exercise monthly credit amounts with pace disabled. These regressions fail against the current popup; the following fix updates production and its guides.

* fix(popup): keep content reachable and credit amounts visible

Place notices and account choices inside their view's scroll area while preserving pinned navigation and headers. Reset provider scrolling only when its account selection identity changes. Keep monthly amounts separate from forecast text.

Documentation impact: update usage and regression guidance plus Unreleased. TODO remains unchanged because no official CLI contract or parity blocker changes. Preserve configuration keys, translated strings, metadata, package shape, and healthy short-content geometry.

* test(popup): let the scroll probe wait for layout to settle

The final emptyErrorScroll check could run before a view that just became
visible had reflowed its long error text, so popup-scroll-large failed about
one run in eight. Retry an unreachable control for up to ten ticks before
failing.
