fix(layout): prevent recursive provider and project sizing

Break width-dependent layout hints while retaining detail value caps and project column proportions. Add nested-layout regressions and reject recursive warnings in graphical smoke checks.

Document verified settings-loader warning behavior and update Unreleased. CLI contracts, configuration, translations, and parity TODO are unchanged.
