fix(usage): preserve quotas when error messages are malformed (#237)

Normalize error text before placeholder rendering and retain failure state when an error record has no usable message. This keeps last-known quotas while healthy providers and current service status still update.

Add production parsing and cache regressions, update usage documentation and Unreleased, and regenerate translation references for the existing fallback. TODO is unaffected because this fixes the existing Linux usage contract.
