fix(costs): omit the sign from monetary amounts rounded to zero (#574)

Use the displayed two-decimal precision when deciding whether an amount is negative. Previously a small negative balance such as -0.001 rendered as -$0.00.

Add regression coverage for currencies, locale separators, and negative values that remain visible after rounding. Update the usage guide and Unreleased changelog; no TODO parity item or CLI contract is affected.
