* fix(claude): restore reported reset and pace details

Separate presentation of percentOnly CLI fields from quota automation. Preserve supplied resets, pace summaries, markers and panel ETA without inferring missing data or changing notification guards.

Document the verified official Linux CLI 0.76.0 contract, reconcile usage/development guides and TODO, and add regression and smoke coverage. No configuration, authentication, catalog, or package format changes.

* fix(privacy): preserve structured usage forecasts

Keep bounded semantic pace parts through privacy projection and localize them in the owning QML adapter. Drop prose fallbacks and unknown fields while keeping the original forecast clock.

Add adversarial projection tests, private popup countdown regressions and rendered smoke coverage. Update the usage/development guides, contract evidence and changelog for the restored behavior.

* fix(notifications): retain pace warnings across partial readings

Preserve an existing same-window pace notification memo when confidence becomes nonauthoritative, so restoring complete data does not repeat the warning. Measured recovery and a new reset cycle still allow a later notification.

Reproduce the Grok review finding with six direct QtTest cases, including unchanged reset identity, memo immutability, measured recovery and window changes. Reconcile usage/development documentation and the changelog.
