refactor(providers): centralize CLI reply parsing (#517)

Move bounded raw-response parsing and command-specific acceptance into ProviderConfigProtocol.response. Preserve list, enabled-roster, write and diagnostic behavior while keeping effects in QML. Update direct and executed tests, contributor and usage guides, the changelog and generated translation template. TODO is unaffected because no Linux parity contract or feature is added.
