fix(cost): return dash fallback for non-numeric amounts and bound account dedupe

- Degrade non-numeric and non-finite money values to dash in amountString instead of formatting invalid prefixes.
- Guard list-consuming helpers in CostPresentation.js with Array.isArray to avoid TypeErrors or invalid iterations on malformed payloads.
- Bound account option deduplication in ProviderNormalizer.js to maximumAccountSnapshots.
- Update test_nonNumericAmountDegradesToDash and add regression tests for non-array inputs and account snapshot bounds.
