fix(ui): split copied feedback into its own immediate tooltip

Flipping delay on an already-visible ToolTip does not restart the
pending hover delay, so clicking copy just after hover could hold the
'Copied' confirmation back for most of its 1200 ms lifetime. The hover
label and the confirmation now ride separate visibility transitions.
