feat: improve popup navigation and provider filters (#152)

Keep popup scroll controls outside tab labels and reveal keyboard focus immediately. Add local provider status filters, matching counts, and clear-filter recovery without changing selection or CLI configuration.

Include translations, regression tests, synthetic screenshots, and accurate smoke-test documentation.
