refactor(cost): isolate the cost lifecycle (#254)

Move cost requests, timers, context retention, and response normalization out of main.qml. Exercise the production controller with real synthetic CLI processes and route cost smoke failures through its public refresh action.

Documentation impact: update development ownership and cost-history test guidance. No user-facing behavior, CLI contract, persisted setting, or parity TODO changes; regenerate translation references without changing messages.
