fix(settings): avoid KDE style binding errors (#244)

Break the fill-width checkbox feedback loop exposed by Breeze in mirrored settings layouts, and override the provider filter tab baseline on KDE styles that expose no content item. Add KDE runtime regression coverage and document the QML sizing contract.

The usage guide, configuration schema, translations, metadata, packaging, and TODO remain unchanged because this restores existing settings behavior without adding strings, settings, or CLI contracts.
