fix(cli): keep managed CLI auto-updates switchable when enabled (#296)

The "Automatically update the managed CLI daily" checkbox was enabled only
while the managed copy was the selected command. Turning it on and then
pointing the command path at an external CLI left the setting stranded: the
checkbox dimmed with the box still ticked and no way to clear it, while
main.qml kept starting manage-cli.py hourly for a helper that can only
answer "external".

Keep the checkbox reachable while the setting is on, so it can always be
switched back off. Add a surface assertion, since the settings-page QtTests
need the optional KDE QML modules and skip outside CI.

Also drop the stray blank line the CLI release entry added inside the
Unreleased "Added" list.
