* test(cache): reproduce live forecasts on ancient quota snapshots

* fix(cache): suppress forecasts on ancient quota snapshots

Apply the existing stale-row forecast clearing to every stale reconciliation,
including successful quota replies whose measurement exceeds the retention
window. Preserve quota values, original timestamps, current service status,
account isolation and the inclusive 24-hour boundary.

The test-only parent was verified red in native CI run 34599348225:
996 passed, 3 expected UsageCachePace failures, 0 skipped. Fresh and exact-
boundary controls passed before this production change. Supplemental Node
execution passes after the fix; full fix-head CI remains to be verified.

Documentation impact: Unreleased changelog entry. This restores the existing
usage freshness contract; no CLI, settings, translation or TODO change.
