fix(settings): keep Diagnostics controls inside narrow pages (#511)

Let the command-path row shrink with its form while retaining its maximum width. The previous fixed row clipped Use PATH and expanded the surrounding form with 13-point text at 420 pixels. Exercise the visible row geometry through native smoke scenarios and replace the static width-fragment check. Update the usage guide, contributor verification notes and Unreleased; TODO is unaffected because no parity item or CLI contract changes.
