Make CI qmllint tolerate missing Plasma QML modules

The neon image ships qmllint but not the Plasma/Kirigami QML modules, so
qmllint cascaded into import/unresolved-type/missing-property failures.
Add a QMLLINT_FLAGS hook (empty by default, so local make check stays
full) and downgrade those categories to info in CI. Syntax and JS-level
checks still run there; full import resolution is covered locally.
