fix(costs): use the regional decimal mark in compact token counts (#483)

Compact token counts were formatted with toFixed(), so a comma-decimal
locale showed "$1.234,50 · 1.5K tokens" on one line. tokenCountString
now takes the applet number format, and every display caller passes it.
```
