refactor(usage): extract reset and forecast text presentation (#457)

* refactor(usage): extract reset and forecast text presentation

Move reset, pace and ETA localization into an explicit-input QML component. Preserve duration rounding in PacePresentation and retain clock, privacy and forecast observation ownership in the applet. Update owning documentation, catalog references and executed regressions; no supported behavior or TODO change.

* ci: allow Plasma environment setup within job deadlines

Increase check and smoke-runtime job deadlines from 20 to 60 minutes. Both previous attempts expired during image or dependency downloads before tests. Document the setup budget and contributor impact; required checks and pinned toolchain remain enforced.
