KDE placeholder message titles are short phrases without final punctuation; #476 already did this for "No provider data". Apply it to the remaining popup placeholders (CLI missing, empty Overview, empty Usage & Spend, empty Sessions). The CLI status sentence in General settings keeps its period through a separate catalog entry. Translations are updated in place.
