Count expected local days through today instead of stopping at the last cost-history row. A newer usage refresh no longer makes stale cost sums appear complete; future-dated rows are excluded.

Add regression cases for current and completed quota weeks, and update the usage and cost-history guides. TODO remains unchanged because this corrects an already implemented frontend feature.
