fix: sync provider cost metric combo and harden module edge cases

- Restore the provider cost metric combo's currentIndex binding after an
  interactive pick, mirroring SpendView, so it keeps tracking the shared
  cost/token selection.
- Normalize CommandLedger.expired()'s clock like descriptor(): an unusable
  nowMs fails closed instead of expiring the whole ledger.
- Route a non-finite nowMs in UpdateLogic.nextUpdateCheckDelay() to the
  minimum delay like every other unusable input.
- Skip null entries in CostPresentation.peakPoint() and breakdownRows()
  like the module's other array scans.

Static ledger and combo checks now pin the stronger invariants. Docs and
TODO are unaffected: no supported behavior, setup, or parity status
changes; the changelog records the observable combo fix.
