refactor(panel): extract text and tooltip presentation (#453)

Move localized panel segments, display modes and tooltip composition behind explicit inputs. Preserve root selection, privacy, quota timing and process ownership.

Document the new presentation boundary and regenerate gettext source references. No user-visible behavior or parity change; CHANGELOG, usage guides and TODO remain unchanged.
