Plasma source disconnection leaves hung CLI commands alive. Add an independent GNU process-group timeout to usage, account and settings roster requests and the shared cost/session process lifecycle. Keep the monitor behind a waiting shell so destruction cannot remove the bound.

The real-engine regression failed with 24 surviving CLI/child processes before the fix and passes after it. Document optional timeout availability and delayed termination; no CLI contracts or TODO parity items change.
