fix(panel): normalize stored provider IDs when toggling selection (#265)

PanelProviders.toggledSelection built its lookup from raw stored IDs, so a
stored raw CLI spelling (e.g. groqcloud) never matched its canonical key
(groq): unchecking it left a stale non-canonical entry behind and re-adding
kept the wrong order. Normalize stored IDs on the way in and when carrying
absent providers forward, mirroring OverviewProviders.

Regression coverage in tst_panel_providers mirrors the overview alias cases.
