fix(accounts): preserve cached usage measurement age (#249)

Keep the original local receipt time when cached account quotas have no usable measurement timestamp, including timestamps that were future-dated on receipt. Selecting the account must not renew its 24-hour retention deadline.

Documentation: update usage/development guides and Unreleased changelog. TODO remains unchanged because official CLI identity probes and parity gaps are outside this frontend timestamp fix.
