fix(ui): correct AI test state and popup row hiding (#411)

Retire settings helpers on disable, invalidate a connection verdict after model changes, and suppress hide actions when the saved row list is full. Regression tests reproduce each previous failure, including late replies and restoring capacity. Documentation: update usage, AI contracts, development coverage, and Unreleased; TODO parity work is unaffected.
