Address review findings: select Overview meters in PanelDisplay with a
direct test, keep Cursor's included plan after its total quota runs out,
describe the detail line before the quotas, share quotaDescription with
the panel tooltip, drop static checks already covered by QtTests, and
reconcile TODO.
