fix(codex): prefer usable reset-credit inventory (#520)

Prefer the official top-level inventory summary, including zero, while retaining the absent-summary legacy fallback. Validate new counts and preserve healthy quotas, privacy, and stale-retention behavior.

Verify official Linux CLI 0.75.0 partial-priced native and seeded historical output, identified local/remote merge semantics, and loopback reset inventory. Keep imported incomplete model output and real SSH connectivity explicitly unverified.

Documentation impact: update usage, cost evidence, the docs index, Unreleased, and TODO. No new config keys, catalogs, installation requirements, or contributor workflow changes.
