fix(i18n): format displayed times in the user's regional format (#430)

* fix(i18n): format displayed times in the user's regional format

Qt.formatDateTime with a literal pattern always writes English day and month
names and a fixed hour cycle, so absolute reset times read "Wed 14:30" or
"Oct 7, 14:30" in every language and "Updated" times ignored a 12-hour
regional clock. A small TimeLabels component now owns every displayed clock
time and short date, takes names and the hour cycle from the regional format,
and lets each translation order the parts.

* fix(i18n): omit seconds from regional short clock times

C locale ShortFormat is HH:mm:ss, which broke absolute-reset tests that
expect HH:mm and would show seconds on compact Updated/reset labels.
Keep the locale's 12/24-hour cycle but strip seconds from the short form.
